e-CMR Italy trasporti. Si è conclusa positivamente la fase di sperimentazione del progetto e-CMR Italy. Il programma avviato l’anno scorso da Unioncamere con il supporto tecnico di Uniontrasporti mira ad individuare gli ostacoli, le criticità e le possibili resistenze che possono impattare su una veloce ed ampia adozione della lettera di vettura elettronica da parte delle imprese italiane, attraverso l’avvio di una serie di Pilot. Nella fase dei viaggi pilota sono state coinvolte cinque imprese di trasporto italiane (Arcese, Barbiero S.p.A., FERCAM Logistics & Transport, Riva Logistic & Service, Rutilli Autotrasporti) con l’obiettivo di realizzare una serie di trasporti internazionali accompagnati dall’utilizzo della lettera di vettura elettronica (e-CMR). Le soluzioni tecnologiche (piattaforme e-CMR) utilizzate sono state fornite da ACCUDIRE, Pionira e Transfollow, aziende che hanno sede rispettivamente in Italia, Belgio e Paesi Bassi.
Le modalità operative nelle quali viene comunemente utilizzata la CMR cartacea sono di varia natura e, sulla base degli operatori coinvolti e in virtù degli obiettivi e delle tempistiche del progetto, sono state selezionate quelle ritenute più significative.
L’obiettivo del progetto e-CMR è quello di migliorare la qualità dalla supply chain della logistica potenziandone l’efficienza, per esempio riducendo l’uso della carta, aumentandone la trasparenza e favorendo lo scambio informativo tra le parti. Il progetto permette quindi di comprendere l’attuale situazione della gestione del trasporto internazionale su strada in Europa facendo luce sulle lacune esistenti e/o i potenziali ostacoli relativi all’utilizzo di strumenti digitali.
Nella fase di sperimentazione sono stati realizzati oltre 100 viaggi di test in cui l’e-CMR è stata utilizzata in forma ibrida, ossia parallelamente alla tradizionale CMR cartacea. I Paesi esteri coinvolti nei viaggi, sia come destinazione sia come origine dei trasporti, sono stati: Belgio, Francia, Germania, Paesi Bassi, Portogallo, Romania, Spagna e Svizzera.
Dopo una fase dedicata all’addestramento del personale sulla soluzione e-CMR scelta, le aziende hanno potuto entrare nel vivo del progetto, utilizzandola sul campo in diverse situazioni operative. Attraverso regolari momenti di confronto con gli attori coinvolti e il monitoraggio in tempo reale delle operazioni, è stato possibile valutare i vantaggi della digitalizzazione dei documenti ed allo stesso tempo identificare gli aspetti critici di cui le aziende devono tener conto. Sono stati individuati diversi temi ricorrenti, tra i quali spiccano sicuramente una necessaria maggiore dimestichezza con gli strumenti elettronici e l’indispensabile integrazione con gli ambienti IT delle singole imprese.
“A seguito dei vari pilot effettuati, diverse imprese ci hanno segnalato l’importanza di una maggiore interoperabilità tra le diverse piattaforme disponibili sul mercato oppure, in alternativa, l’individuazione di una piattaforma unica. Le imprese di trasporto hanno anche bisogno di sviluppare una maggiore cultura digitale, abituandosi ad utilizzare device elettronici al fine di accelerare e migliorare lo scambio informativo tra gli attori coinvolti durante le operazioni. La lettera di vettura elettronica – a nostro avviso – rappresenta una grande opportunità per modernizzare e migliorare la qualità della propria logistica, non solo per le imprese di trasporto ma anche per quelle di produzione che, infatti, durante questa fase di pilot, hanno dimostrato un particolare interesse per questa soluzione” commenta Antonello Fontanili, Direttore di Uniontrasporti.
Il prossimo step del progetto prevede l’analisi e la sintesi dei dati raccolti nella fase di pilot per arrivare da un lato ad una quantificazione dei benefici dell’e-CMR rispetto alla CMR e dall’altro individuare una serie di linee guida da suggerire alle Autorità italiane per supportare l’adozione e la diffusione dell’utilizzo dello strumento e-CMR tra le aziende italiane della logistica e dei trasporti una volta presa la decisione di aderire al protocollo aggiuntivo della Convenzione CMR.
