Crudeltà gabbie allevamenti animali: l’opinione pubblica sostiene il divieto ma la Commissione disattende le aspettative. Nuovo Eurobarometro conferma il sostegno schiacciante dell’opinione pubblica al divieto di allevamento in gabbia, mentre il Comitato dei cittadini promotori della ICE End the Cage Age valuta vie legali
La schiacciante maggioranza degli europei (89%) e degli italiani (91%) è favorevole al divieto dell’allevamento di animali in gabbie singole. È quanto rivela l’Eurobarometro, il sondaggio condotto dalla Unione europea, appena pubblicato.
I risultati confermano anche che un’ampia maggioranza di cittadini europei (84%) e italiani (88%) desidera che il benessere degli animali allevati a scopo alimentare sia maggiormente tutelato.
Eppure, finora la Commissione europea ha disatteso le aspettative dei suoi cittadini, non pubblicando la proposta di revisione della normativa sul benessere animale che avrebbe dovuto contenere anche il divieto legislativo di allevamento in gabbia.
In risposta, il Comitato cittadino promotore dell’Iniziativa dei cittadini europei (ICE) “End the Cage Age”, sostenuto da Compassion in World Farming, ha dichiarato che intende muovere i primi passi verso un’azione legale.
Ogni anno, nell’UE, circa 300 milioni di animali allevati a scopo alimentare trascorrono tutta o buona parte della loro vita rinchiusi in gabbie, recinti o box, che causano loro enormi sofferenze. Galline ovaiole e conigli, ad esempio, sono confinati in spazi equivalenti a un foglio A4. Le scrofe invece sono costrette a trascorrere quasi metà dell’anno in gabbie in cui non possono nemmeno girarsi su sé stesse.
Era il 2018 quando sette cittadine e cittadini di tutta Europa (Francia, Grecia, Germania, Italia, Polonia, Paesi Bassi e Repubblica Ceca) hanno dato vita a “End the Cage Age”, l’ICE per la fine dell’uso delle gabbie negli allevamenti che, in seguito a una campagna condotta da oltre 170 associazioni europee, di cui 22 italiane, ha raccolto ben 1,4 milioni di firme certificate in tutta l’UE, ottenendo un risultato senza eguali: l’impegno formale, da parte della Commissione europea, di proporre entro il 2023 una normativa per mettere fine all’era delle gabbie. Ed è proprio questo impegno che non è stato rispettato dalla Commissione.
Quindi End the Cage Age, in quanto ICE, ovvero lo strumento democratico volto ad aumentare il coinvolgimento della cittadinanza negli affari dell’UE, potrebbe diventare la cartina di tornasole per la credibilità delle istituzioni democratiche europee.
La pubblicazione delle nuove norme per la fine dell’allevamento in gabbia, infatti, era attesa entro questo settembre come parte di uno storico pacchetto legislativo di riforma della normativa sul benessere animale. Martedì scorso la Commissione non ha però incluso tale proposta nel suo programma di lavoro.
Ora i sette cittadini del Comitato si preparano a intraprendere vie legali per rispondere alla mancata azione da parte della Commissione.
Le associazioni italiane che sostengono End the Cage Age hanno dichiarato: “Abbiamo accolto con grande favore la pubblicazione dell’ultimo sondaggio ufficiale dell’UE sul benessere animale, in quanto dimostra ciò che è oramai risaputo: la cittadinanza europea ha molto a cuore gli animali e nove europei su dieci sono favorevoli al divieto legislativo delle gabbie. E questo divieto è sostenuto da uno schiacciante 91% di persone in Italia.”
“Nonostante la Commissione abbia preso un impegno formale di fronte agli 1,4 milioni di cittadini e cittadine che hanno sostenuto la ICE End the Cage Age, la Presidente von der Leyen sembra prestare ascolto alle grandi lobby agricole piuttosto che rispettare la volontà di milioni di cittadine e cittadini europei. Abbiamo motivo di credere che la storica proposta di divieto delle gabbie sia già pronta e ulteriori ritardi non sono giustificabili. La Commissione deve tenere fede al suo impegno con i cittadini dell’UE, ora!”.
Il sondaggio Eurobarometro, basato su 26.376 interviste condotte in tutti i Paesi membri tra il 2 e il 26 marzo 2023, ha anche evidenziato che:
– il 94% degli europei ritiene che gli animali abbiano bisogno di un ambiente adatto alle loro esigenze fondamentali. Questo è stato sostenuto dal 93% degli intervistati in Italia.:
– l’89% degli europei ritiene che l’UE debba porre fine alle mutilazioni, insieme al 91% degli intervistati in Italia.
